A note on how we read the minimums

The RFP's scale minimum is written to the qualifying experience of the proposing team. We have asked the City, through the formal question process, to confirm that demonstrated experience carried by a firm's named key personnel counts toward these minimums, which is standard practice in public-sector classification procurement. We meet the qualifications under either reading, and we would rather surface the question than leave it to interpretation.
